Air Traffic Control the Netherlands (LVNL) is responsible for managing civil airspace and all associated activities. LVNL has been responsible for managing Dutch airspace and ensuring air traffic safety since 1930.

The management of civil airspace

Air Traffic Control the Netherlands (LVNL) is responsible for managing civil airspace and everything that this encompasses. LVNL has managed Dutch airspace since 1930. Since 1993, it has been an Independent Administrative Body (ZBO).

A ZBO independently performs a government task, with the minister responsible for policy-making. LVNL's statutory tasks are outlined in the Aviation Act.

Use of fixed operating procedures

Air traffic controllers use these procedures to manage air traffic safely, efficiently, and in an environmentally conscious manner. These procedures may include the use of standard routes, such as for managing outbound air traffic.

  • 'Safe' means ensuring there is sufficient distance between aircraft and preventing potentially unsafe situations.
  • Efficiency involves preventing delays and congestion at airports or in airspace so that airlines can operate their scheduled flights on time.
  • 'Environmentally conscious' means limiting aircraft noise nuisance and minimising emissions.

Legal rules governing the use of runways and routes

In addition, airports, pilots and air traffic controllers must comply with the statutory traffic rules that apply to all airports in the Netherlands. For example, there are rules governing the use of runways, departure routes and flight altitudes at every airport. For Schiphol, these are defined in the Airport Traffic Decree (LVB).
