What can we see happening?

LVNL continues to raise the bar for safe operations. In the field of sustainability, we will be contributing to limiting emissions and reducing noise. More efficient flights (thanks to e.g. the Single European Sky, airspace restructuring and technical and logistical developments) and technological progress in aerospace engineering (more efficient engines) will help contribute to that.

In terms of cost-conscious operations, we observe that the entire chain is looking for ways to limit costs while improving performance. This also applies to air traffic control. For that reason, this is why the European Commission is enforcing performance targets as part of Single European Sky.

Core message: Safety, sustainability and a good balance between value creation and costs, for the Netherlands, our customers and our partners: these are the recurring principles in all the other themes and are leading in everything we do.

What are our goals and how do we intend to achieve them?

The world’s safest air traffic control organisation

LVNL safely handles over half a million flights annually. We need to commit fully to continue keeping operations safe in the future and optimize with other chain partners. In addition, cybersecurity threats are growing bigger and more complex. LVNL has redesigned its own safety and security management to ensure that they are better equipped to spot risks within the organization and the sector and mitigate them as they arise. Within the sector, Schiphol, LVNL and the airlines have set up an Integrated Safety Management System (ISMS). But we want more. Where do we commit our efforts?

• We will continue developing our own safety and security management system, because we want to be the safest air traffic control organization in the world.
• Continued development of our safety culture to become a learning organization in the field of safety. We have the ambition to move forward from push (by means of a dashboard) to pull (having employees identify risks). We incentivize employees and reinforce the Just Culture.
• We take a leading role in the ongoing implementation of the ISMS. We collaborate with Schiphol and the airlines to create a roadmap for projects that will continue to improve safety even more.
• Over the next few years, we will work with our sector partners to focus even more on cyber resilience and on controlling ICT risks.

Core message: We incentivize employees to come up with their own proposals to improve safety and continue to develop the integrated safety and security management system to further reduce the risk of occurrence.

Increasingly sustainable operations and organization

• We are improving the sustainability of our organization and operations. Step by step, we plan to reduce the CO2 emissions of our organization in particular and the aviation sector in general. What are we doing and what are our targets?

  • Sustainable purchasing and greening our buildings (energy label A) and vehicle fleet. Our target for 2030 is to reduce the use of primary raw materials to 100% and achieve circular business operations.
  • Within the airspace restructuring program, we are working to improve the sustainability of the aviation sector: in particular by optimizing flight routes (shorter flights) and flight profiles (CCO and CDO). Our target is 8% fuel reduction (resulting in reduced emissions) in 2030. For the period leading up to 2024, we are aiming for 2 to 3% fuel reduction.
  • We are working on ways to calculate the CO2 emissions of air traffic more precisely, focused specifically on the Dutch situation, enabling us to assess the footprint of our actions and our progress towards our targets.

Core message: we are improving the sustainability of our operations and organization to reduce the environmental impact of aviation.

Tighter focus on efficient use of (financial) resources

LVNL is predominantly funded by the airlines, which pay transit and landing charges. That makes it paramount for us to work efficiently. What are we doing?

• For each investment, we start by creating a business case in order to carefully consider the costs and benefits (including added value for the customer and noise abatement for the surrounding area).
• To reduce development costs, we aim to buy off-the-shelf solutions wherever possible and/or to collectively purchase, maintain and develop systems with other air traffic control organizations.
• Entering into strategic partnerships with fellow ANSPs or suppliers for the purpose of accelerating innovation and value creation and increasing cost efficiency.
• We watch other air traffic control organizations to see how they solve problems and involve other parties who can share their knowledge and experience with us.
• We will continue working with a flexible workforce to use specific expertise and offset peak periods.
• We will continue working to maximize our education performance, raising the percentage of trainees that make it to the finish line to 75%.

Core message: LVNL works towards a good balance between costs and added value for our customers in order to maintain a competitive edge for the Dutch aviation sector.
